As described by Yale Burge Antiques

Iron, brass, and glazed ceramic transferware grocer's scale with set of five weights (4 oz up to 4 lbs). Features a transferware black and white image of a neoclassical figure with sword holding a scale and Latin inscription. Weights are marked "Avery." Made in England around the turn of the 20th century.
